  • Upcoming Keystone meetings:
    • April 23, 2004, 10:00 AM - Philadelphia Policy Steering Committee Meeting, SEPTA Headquarters, 1234 Market St., 10th Floor, Philadelphia, Pa.
    • April 30, 2004, 12:00 Noon - Pennsylvania Transit Maintenance Labor/Management Committee, PA Public Transportation Association, 600 N. Third St., Harrisburg, Pa.
    • May 6, 2004, 1:00 PM - Pittsburgh Policy Steering Committee Meeting, Manchester Maintenance Facilities, 2235 Beaver Avenue, Pittsburgh, Pa.

  • Philadelphia : Representatives from TWU Local #234 and SEPTA are in the finishing stages of their second local Newsletter.

  • Philadelphia: On April 20, 2004 Mark Catenacci and Colleen May from SEPTA reported the following promotions up the Transit Career Ladder following Keystone courses: Two (2) Operators to 3rd Class; Three (3) General Helpers to 3rd Class; one (1) 2nd class to 1st Class; Two (2) 3rd Class to 2nd Class and Two (2) MCDs to 3rd Class.

  • Altoona : Keystone Outreach Coordinator John Remark opened the Advanced Electrical - Dinex Systems Course on April 20, 2004. The Instructor is from the Technical Education Service and this course was rescheduled from its original time slot of March 9-12, 2004.

  • Pittsburgh : The EDSI consultants report the following completion percentage of the job tasks list matrix for the Pittsburgh portion of the Keystone program: Building & Electrical - 57% complete; Way Dept. - 34% complete; Power & Signal - 75% complete; Railcar - 75% complete; Automotive - 0% complete.  Once these percentages reach 100%, assessments can commence, which will then led to the skill gaps analysis.

  • Harrisburg : Due to popular demand, Tom Mathews reports that a second printing (with minor revisions) of the Keystone Booklet "Partnership: Training & Skill-Building in PA Public Transportation: A Briefing for Policy Makers" is in the works.

PS: For those that are interested and will be in the Harrisburg area, Dr. Garraty will be conducting a seminar on Wednesday, April 28, 2004, 12 noon-1:00 p.m. at the Penn State Downtown Center, 234 N. Third St. Harrisburg. The topic will be "Do Political Appointees in State Government Allow Career Administrators to Administer?" Dr. Garraty will explore his dissertation research on the Senior Management Service (SMS) initiative in the Commonwealth of Pennsylvania. The SMS approach is based on the belief that policy considerations cannot be excluded from administration. The SMS, which covers higher management positions, was designed to hire, promote and offer job security to outstanding civil servants and outside professionals. The existence of this service changes the politics-administration relationships and goes to the core of issues of public administration. This presentation will explore this change and its implications for making Pennsylvania government more responsive.  The lecture is free and open to the public, but registration is necessary to ensure adequate seating. A question and answer period will follow the presentation.
